MINISTRY OF NATURAL RESOURSES

Meteorological Office

MISSION: To provide Niue with effective and efficient quality weather and climate information.

Director: Rossylynn Mitiepo

Position 1: Climate Trainee

Summary of duties:

  • Carrying out climate observation and assist with weather observations;
  • Undertake data entry on climate, observations and archiving/storage (MET 301, SPARCE, CLIDE, Weather Monitoring and Traditional Knowledge database)
  • Assist with climate data analysis;
  • Assist with climate change and traditional knowledge related work including other relevant projects;

Qualification and Skills:

  • National Certificate Education Achievement (NCEA), Levels 2 – 3 with relevant subjects such as Science, Maths, Geography;
  • Possess excellent written and oral communications skill in both Niue and English;
  • Possess good computer skills and uses a range of software applications in Microsoft Word and Excel;

Position 2: Meteorology Trainee

Summary of duties:

  • Carry out climate observation and assist with weather observation;
  • Undertake data entry on climate, observations and archiving/storage (MET 301, SPARCE, CLIDE, Weather Monitoring and Traditional Knowledge database)
  • Assist Senior Scientific Officer with technical maintenance as required in the Office;
  • Maintain cleanliness of the climate site and equipment;

Qualification and Skills:

  • National Certificate Education Achievement (NCEA), Levels 2 – 3 with relevant subjects such as Science, Maths, Geography;
  • Possess excellent written and oral communications skill in both Niue and English;
  • Possess good computer skills and uses a range of software applications in Microsoft Word and Excel

COMMERCIAL AND TRADING ARM

Position(s) 3: Bulk Fuel Trainees – 3 x vacant positions

The Trainees will be responsible for;

  • Performing specific Aviation operations activities associated with the systems and processes already in place;
  • Assist in the Asset Maintenance Programmes;
  • Assist in all Aviation and Non-Aviation activities;
  • Assist in all Administration activities;
  • Safe and Environment;

 

Qualifications & Skills

  • National Certificate Education Achievement (NCEA), Levels 2 – 3 with relevant subjects such as English, Science, Maths;
  • Possess excellent written and oral communications skill in both Niue and English;
  • Possess good computer skills and uses a range of software application Microsoft Word and Excel;
  • Possess a valid driver’s license
  • Ability to work in a stringent work conditions and environments.
  • Must pass a complete medical examination, especially for colour blindness;

PROJECT MANAGEMENT & COORDINATION UNIT

Project: Readiness Project under the Green Climate Fund (GCF)

Position 5: Project Manager

Duration: 24 Months (Contract)

Location: Niue Project Management & Coordination Unit

The Readiness Project Manager will be tasked with the overall management of the Readiness Project for;

  • Leading on the delivery of some technical project activities including conducting capacity building workshops and training for key stakeholders involved in Green Climate Fund project development and decision making.
  • Coordinating various consultative processes and activities involving local, national and regional stakeholders, including the private sector;
  • Designing an institutionalizing and inter-governmental and consultative ‘no objection’ procedure for GCF proposal and establish and operationalize a consultative group (‘genesis group’) as part of this.
  • Support Niue to identify and map a path forward for the accreditation of a national entity to the Green Climate Fund.
  • Coordinate and manage the engagement of third party technical assistance to support delivery of the project, including delivery of a GCF Strategic Framework and Country Programme.
  • Managing a project budget and ensuring timely delivery of project activities.
  • Monitoring progress and reporting on project activities;

Qualification & Skills

  • Bachelor Degree, minimum qualification required in Project Management, Policy and Governance, Economics or related field;
  • At least 10 years’ experience in a related field, such as policy and administration, climate change project design and programming, project management.
  • Demonstrates knowledge of climate finance and climate change adaptation planning and governance;
  • Experience coordinating multiple stakeholders including working on/in interdisciplinary cross-sectoral takes or contexts;
  • Possess excellent written and oral communications in Vagahau Niue and English.

 

Position 4: Project Coordinator

Duration: 24 Months (Contract)

Location: Niue Project Management & Coordination Unit

The Readiness Project Coordinator will be responsible for managing and coordinating the day to day delivery of the project, including by coordinating and managing the inputs of additional technical assistance to be procured.

  • Provide general project management support including supporting the management of the project work plan, budget and reporting.
  • Assist with the designing and delivery of some technical project activities including capacity building workshops and training for key stakeholders involved in Green Climate Fund project development and decision making;
  • Provide logistical support in managing meetings and assist with documentation of meeting outcomes and issues, including via taking meeting minutes for various meetings and workshops involving local, national and regional stakeholders, including private sector;
  • Supporting the development of technical terms of reference for the procurement of third party technical assistance and services including for the design of the GCF Strategic Framework for Niue and the GCF Country Programme for Niue.

Qualifications and Skills:

  • Bachelor Degree or higher in Project Management, Policy and Governance, Economics or related field;
  • At least 5 years’ experience in a related field, such as policy and administration, climate change project design and programming, project management.
  • Demonstrates knowledge of climate finance and climate change adaptation planning and governance;
  • Experience coordinating multiple stakeholders including working on/in interdisciplinary cross-sectoral takes or contexts;
  • Possess excellent written and oral communications in Vagahau Niue and English.
