The Niue Public Service Commission invites expression of interest/applications for the following vacancies within the Niue Public Service.

MINISTRY OF INFRASTRUCTURE

DEPARTMENT OF TRANSPORT

1. Operator Trainee – Outside Services

 The Operator Trainee is mandated to assist the staff within the Outside Services division with its daily operations;

  • Support outside services staff during port operations and devanning of goods;
  • Operate heavy equipment/machineries;
  • Assist during emergency responses;

Qualification & Skills

  • Completed NCEA Levels 1, 2 and 3;
  • Basic understanding and managing heavy machineries;
  • Computer literate in Microsoft Word and Excel;
  • Excellent written and oral communication in English and Vagahau Niue

Note – Successful applicant will be required to undertake further training overseas;

DEPARTMENT OF HEALTH

2. Ambulance Driver (Two Vacant Positions to be filled)**

The Ambulance Driver is required to provide logistical support and assistance to the Management and Medical Staff for;

  • Deliver/transport and pick-up correspondences, items/parcels, staff or patients as required by the Niue Foou Hospital;
  • Drive the Niue Foou Hospital Ambulance to attend medical emergencies or callouts;

Qualifications & Skills:

  • At least a Tertiary Qualification, Certificate Level in Ambulance Training or other relevant field of study and is certified to perform First Aid;
  • Ability to work in intensive work environments
  • Excellent written and oral communication in English and Vagahau Niue

3. Assistant Health Service Manager

The Administration Assistant is responsible to the Health Services Manager for the provision of effective administration and secretarial support services to the Department of Health.

  • Provide assistance with writing of reports, submissions for the Department of Health;
  • Ensure effective and up to date recording and filing of patients files;
  • Prepare and maintain accurate financial records and timely payments for local and overseas purchases, including follow up of medical purchases;

Qualification & Skills:

  • At least a Diploma or Certificate in Management;
  • Minimum of 3 years’ working in management roles within the Public Service or Private sector environment;
  • Understanding of internal best practices;
  • Processes good computer literacy skills and uses a range of software applications in Microsoft Word and Excel;
  • Excellent written and oral communication skills, in English and Vagahau Niue

MINISTRY OF NATURAL RESOURCES

RIDGE TO REEF PROJECT (R2R)

4. Community Liaison Officer

The Community Liaison Officer will coordinate and support the implementation of project activities at the village and community levels, working closely with each of the 14 Village Councils in providing advice and assistance as where required to achieve the expected outcomes of the project; serve as the gateway for Village Councils, communities, landowners, etc, and facilitate the implementation of project activities.

Qualification & Skills

  • At least a University degree (B.Sc or equivalent) in sociology, social science, planning or related fields;
  • A minimum of 5 years’ experience in community relations work in development projects in the field of environment, protected areas or biodiversity conservation preferably within the UN system or other development agencies.  Broad experience working at the central and local levels in Niue;
  • Expertise in applying the Community Based Natural Resource Management (CBNRM); good knowledge of biodiversity and ecosystem services in Niue and ability to communication effectively at high level discussion.

5. Land Use Surveying Expert – Local Consultant (Short Term Contract)

The Local Consultant will work closely with and under supervision of the Project Manager and Technical Officer in the Project Implementation Unit of R2R to carry out;

  • A nationwide baseline survey and publish Land Use working documentation including GIS based maps identifying the best use of land (including caves and up to the reef edge) and resources so as to obtain the best benefit with the minimum impact on a sustainable basis. 
  • To assist the Project Team and Villages to reflect the Land Use Plan with its constraints and opportunities in each of the respective Village Development Plans in addition for each of the existing and/or proposed conservation sites.
  • To review and identify measure to strengthen the existing land use framework, policies, strategies and plans related to the Ridge to Reef approach;

Qualifications & Skills

  • At least a relevant qualification in Land Use Policy and Planning, Land Management;
  • Minimum of 3 years professional experience in projects related to land use and planning;
  • Proficient in both written and oral English and Niuean languages;
  • Possess good literacy skills and uses a range of software applications in Microsoft Word and Excel;

6. Taxpayer Services Officer

Specific Responsibilities:

The Taxpayer Services Officer will engage with taxpayers in a number of ways and deliver services by providing the appropriate information, advice and education.  The officer will work closely with taxpayers, associations, industry bodies etc., to contribute to and resolve a wider range of compliance issues and enquiries.  The position supports and helps customers meet their obligations, and in doing promotes to maintain voluntary compliance.

Qualifications & Skills:

  • At least a Tertiary Qualification (Bachelor or equivalent) in Accounting;
  • A minimum of three years of accounting experience;
  • Ability to analyse issues from different perspectives and draw sound inferences from information available;
  • Good knowledge and understanding of existing policies, legislation and regulations, and awareness;
  • Understanding of internal best practices;
  • Possesses good computer literacy skills and uses a range of software applications in Microsoft Word and Excel;
  • Excellent written and oral communication in English and Vagahau Niue

7. Principal Tax Collector – Tax arrears and Return Management

Specific Responsibilities:

The primary purpose of this position is go pro-actively engage with all tax payers and tax agents to enable the recovery of outstanding debt and unfiled tax returns for revenues administered by the NTCD.  Where necessary you will be required to undertake a range of actions to enforce collection which may include legal interventions, such a business suspension.  Frequent contact with taxpayers, tax advisors and other organisation will be required.  You will be expected to effectively manage these relationships and interactions.

Qualification & Skills;

  • At least a Tertiary Qualification (Bachelor or equivalent) in Accounting;
  • A minimum of three years of accounting experience;

  • Good knowledge and understanding of existing policies, legislation and regulations, and awareness;

8. Assistant Accountant – Project Accounting (Ridge to Reef Project)

The Assistant Accountant – Project Accounting will assist the Financial accountant reporting the monthly and UNDP financial project reporting requirements, all project-related financial queries and assist with preparation of project budgets and forecasts. 

Qualification & Skills;

  • At least a Tertiary Qualification (Bachelor or equivalent) in Accounting;
  • A minimum of three years of accounting experience;
  • General knowledge of understanding of existing policies, legislation and regulations, land awareness and understanding of international best practices;
  • Possesses good computer literacy skills and uses a range of software applications in Microsoft Word and Excel;
  • Excellent written and oral communication in English and Vagahau Niue.
