Bills are proposals to make a new law or to change an existing one.  Only the Fono Ekepule can pass a bill.  Each bill goes through several stages, giving the members of Parliament and the public the chance to have their say.

Public Seal of Niue

In 1974 Niue became a self-governing state in free association with New Zealand. The Niue Constitution provides that there shall be a Public Seal of Niue (in this Constitution referred to as the Seal of Niue), to be in such form or forms as the Cabinet from time-to-time approves.

Usage Guidelines

The Seal of Niue may be used by the Speaker for the authentication of any public document in relation to the Government of Niue or for the execution of any document required by law to be executed under the Seal of Niue…

Seal of Niue Act 2021

An Act to promulgate the design and use of the Seal of Niue and to provide for the Coat of Arms matters. This Act comes into force on the day after the date on which this Act becomes law in accordance with Article 34 of the Constitution.

Seal of Niue and Coat of Arms Regulations 

Made by Cabinet under section 7 of Niue Act 2021.These are the Seal of Niue and Coat of Arms Regulation 2021. These regulations come into force on the date which they are made in accordance with Article 13 of the Constitution.
